What Is a Customs Declaration Form (CN23)?

1 Dec 2021

The CN23 is a customs declaration document that provides a package’s details and contents. Packages that are sent to other countries via Royal mail use this document. Information indicated here is important as they help customs when checking the packages.

The declaration form is simply used for packages and for letters that have been classified as something that holds commercial value content, which is subject to fees and taxes. A simple letter sent abroad does not need a customs declaration form. But if it is a gift or a package, the form needs to be used.

What is the CN23 form?

The CN23 form contains information and details on the goods that are inside the package including their nature and detailed descriptions. It also has details on the country of origin. Should there be a customs tariff number, the form would also include this.

This form can be downloaded here or can be acquired by visiting any post office in the United Kingdom.

The CN23 form is used when a package’s value is over £270. This must be signed and dated. The form would then be used by Customs to check if items included in the package are banned or are restricted. In any case a form is not included or the form is not filled out properly, the delivery of the package can experience delays. Customs can also seize the goods.

How is the customs declaration form filled out?

It is important to completely fill out the CN23 form. Senders, which can be businesses or individuals, are the ones responsible for this legally. For businesses, a representative should be the one to sign the form. Anyone sending a package should be responsible enough to check the entire form to make sure that it is filled out completely and the information declared is true and accurate.

The customs declaration form includes information on the following:

  • Product details to help Customs understand the information better.
  • Total number of items in the package.
  • Total weight of the items and should be declared in kilograms.
  • Total value of items included in the package.
  • Country where the package was sent from.
  • Signature of the party sending the package. Should it be from a business, an authorized person must sign the package on the business’ behalf.
  • Date of signing of the customs declaration form.
  • Harmonized code.

Not all are familiar with the harmonized code. This is actually a code that makes use of digits which informs Customs under what category do the items inside the package belong. By knowing the harmonized code, Customs can apply all the proper fees and charges. This is why senders should ensure that they indicate the right code in the form. This would make the entire process of sending any package be quicker.

Making sure that the CN23 form is properly filled out would help with the processing of the package so that it is sent and received without any delays. Senders should make sure that all the information indicated in the form is correct and accurate. Businesses in the UK that may want to ensure that they get all their packages and mail can make use of the Company Address’ mail forwarding services.
